California license take 4-6 mo to issue, if you qualify but have yet
received the actual license, a receipt will do the job for the purpose of
getting interviews and matched, but it is still required to start internship
/residency
However, you don't need PTAL for fellowship. If you do your residency in
the US, and your residency program has at least 4 mo general med, you are
qualified for PTAL anyway I believe.
California residency is so competitive and even AMGs are having hard time to
get matched. Go to charting the outcome you will find out there is so few
IMGs matched to any CA program in general.

If you are willing to respond. I have another question. For I have one year
rotation as a resident doctor in a hospital after graduation. Can the one
year rotation be added to the clinical training? About psychiatry, can
neurologic during the clinical training( 2 weeks) and rotation( 2 months) be
considered as psychiatry? Otherwise, I have to reconsider the location For
application and practice.

What PTAL means by clinical training is actually the clerkship. Clerkship
is graded clinical course on your transcript. US AMG needs to take shelf
exams at the end of each clerkship as a part of their grade for that course(
eg. Family Med, Psych). In general, it's a class, not a job.

I have to stay at CA with family, particularly in recent years. I am not
sure if I will consider it later for these uncertain factors. I have taken a
look at this year's CMG match list, no CA program.
Fortunately, I have enrolled a MHA program last year. After graduation, I
will be an administrator in CA first to understand hospital's operation. It
is an interesting area, I hope I
will be a bridge of healthcare reformation or transformation between China
and U.S later. This area, Unfortunately, I have no peers of Chinese. I hope
more people will be interested in this area, it can help Chinese hospitals
operate more effectively and be on the track of world stage. Chinese
hospitals and physicians are both good, it needs a bridge or vehicle to the
international market.
