I helped my cousin (in China) get OB in CHOP (# 1 children hospital in US)
last year. Just made a phone call and filled an application form with
reference letters.
They even provided letter for her to apply visa.
It will be easier for ppls in the US.
But I can not speak for NJ or NY.
