There's a very popular question for application: should the candidate file
the application early (even not complete yet) or hold until all
documentations being collected (especially those LORs).
I asked my PC today. Her suggestion is that you definitely should file first
so that you will be put in line (the pg will stop enrollment after
collecting certain number of applications ). And she will download the files
everyday until all documents has been completed for each candidates. (some
