Design/Build Project Manager - International (Mandarin Chinese Fluency)
Our client’s name is synonymous with technologically sophisticated, high-
production machinery in the railway industry. The company's reputation for
producing state-of-the-art equipment is surpassed only by its reputation for
providing the highest quality service. The firm’s specialties as a
manufacturer of machinery and a contractor for services are reflected by its
two main operating departments. The Ballast and Grade Service Department
operates the company's large and diversified fleet of machinery for such
tasks as resurfacing track, cleaning ballast and ditches along the right of
way. The Grinding Service Department is responsible for operating the firm’
s large international fleet of rail ultrasonic flaw detection grinding
machines.
SUMMARY: Our Project Manager leadership opportunity will plan, direct, and
coordinate the activities of designated design/build heavy equipment
projects to ensure that goals and objectives of our projects are
accomplished within prescribed time frame and funding parameters by
performing the following duties personally or through subordinate
supervisors. Fluency in Mandarin Chinese and culture are critical markers

DUTIES AND RESPONSIBILITIES include the following: .
1. Responsibility for all aspects of the project over the entire project
life (initiate, plan, execute, control, close). Must be familiar with system
scope and project objectives, as well as the role and function of each team
member, to effectively coordinate the activities of the activities of the
team.
2. Reviews project proposal or plan to determine time frame, funding
limitations, procedures for accomplishing project, staffing requirements,
and allotment of available resources to various phases of project.
3. Establishes work plan and staffing for each phase of project, and
arranges for recruitment or assignment of project personnel. Teams are
frequently comprised of 10 or more team members.
4. Confers with project staff to outline work-plan and to assign duties,
responsibilities, and scope of authority.
5. Directs and coordinates activities of project personnel to ensure
project progresses on schedule and within prescribed budget.
6. Reviews status reports prepared by project personnel and modifies
schedules or plans as required. Prepares project reports for management,
client, or others.
7. Ability to speak fluent Mandarin Chinese and have an understanding of
the culture.
8. Possess a good grasp of engineering nomenclature.
9. Ability to travel 25-50% in Asia and the US as needed.
SUPERVISORY RESPONSIBILITIES: May provide work direction to project managers
level I, II and staffs.
QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual

EDUCATION and/or EXPERIENCE: The individual must have a B.S from four-year
college or university, 5-8 years technical experience, or a MS and 3-5 years
experience, and minimum of 3-5 years Project Manager experience or 3 years
experience and PM certification. Degree in Mechanical Engineering or
Electrical Engineering is the best fit.
COMPUTER SKILLS: Ability to use computer keyboards and screens to access
information necessary to perform the Essential Duties and Responsibilities
list above.
LANGUAGE SKILLS: Ability to read, analyze, and interpret general business
periodicals, professional journals, technical procedures, or governmental
regulations. Ability to write reports, business correspondence, and
procedure manuals. Ability to effectively present information and respond to
questions from groups of managers, clients, customers, and the general
public.
MATHEMATICAL SKILLS: Ability to apply advanced mathematical concepts such as
exponents, logarithms, quadratic equations, and permutations. Ability to
apply mathematical operations to such tasks as frequency distribution,
determination of test reliability and validity, analysis of variance,
correlation techniques, sampling theory, and factor analysis.
REASONING ABILITY: Ability to define problems, collect data, establish facts
, and draw valid conclusions. Ability to interpret an extensive variety of
technical instructions in mathematical or diagram form and deal with several
