例如：到closing date， seller还没有解决好open permit or certificate of
occupancy violations的问题，律师处理这问题, buyer要给律师额外的钱？普通都这
样吗？

因为我们买的房子有一个certificate of occupancy violations的问题，需要在
closing时解决，律师就给我发了一个RETAINER AGREEMENT，说to pay a fee of $250.
00 per hour for additional legal services rendered
during your transaction.
我就不明白这个问题还要pay by hour, 这种事普遍吗

其他律师这个收费吗？我现在在贷款阶段，还没有和这个律师签RETAINER AGREEMENT，
我能换律师吗？
