can offer certain incentives to home purchasers which can be quite valuable.
Whether the three communities you mentioned are good places to live will
depend on where you are working, how much you want to spend on a house, what
city services you will use, your recreational preferences, and whether you
are going to use the public schools.
E.g., Shaker Heights offers some tremendous housing values, great city
services (residents don't have to put their garbage on tree lawns as it is
picked up from behind houses; pools; ice rink, etc.), but it also has very
high real estate tax rates which probably would seem outrageous if you weren
't using these services sufficiently or didn't have kids in schools.
The Cuyahoga County Treasurer reports the annual effective tax rate as a
percentage of market value for the following communities (from highest to
lowest): Shaker Hts. 3.12, Cleveland Hts. 2.92, Garfield Hts. 2.60, Lakewood
2.52, and Beachwood 1.83.

You should at least consider Beachwood IMO, depending upon where you work,
and how much you plan to spend on a house.
While Shaker Hts. has a reputation for offering a very superior education to
advanced high school students, persons that I know who have lived there
have been very concerned about discipline issues in the elementary schools.
There are similar issues in Garfield Hts., Cleveland Hts., and other
Cleveland area school districts, many of which are under mounting financial
pressure.
There also are great differences among specific neighborhoods in the three
cities that you have mentioned.
Commuting considerations would be important to me. E.g., if you are working
in the University Circle area, Cleveland Hts. is closest. If you are working
near Public Square, living within walking distance of a rapid station in
Shaker Hts. is very convenient.
Garfield Hts. offers very superior access to freeways compared with Shaker
Hts. or Cleveland Hts., but I wouldn't want to commute downtown on
Interstate 77 as it seems especially congested to me. Garfield Hts. also is
close to the Cuyahoga Valley National Park, which would be a personal plus
for me.
If I were single, or commuting downtown, I would seriously consider Lakewood
as an alternative. Lakewood also offers excellent services for families and
convenient access to Lake Erie.
Cuyahoga County's western suburbs, such as Westlake, also are popular among
downtown commuters with families.
Purchasing a house or condo in Euclid could save you much, much money, and
the city offers excellent services (pools, ice rink, excellent library,
superb and charming parks) and easy access to transportation routes, but its
public schools are in decline IMO. As with other Cleveland suburbs, there
are vast differences among neighborhoods. Euclid has relatively low property
tax rates but a higher income tax rate than other communities. Much more
than most Cleveland communities, Euclid enforces housing standards that help
maintain the quality of its housing stock. Euclid would be a starter home
