Inspection reports says there is Asbestos like materials used as heating
ducts in the garage. And cost to remove it will be 2K, if it's real Asbestos
. (Asbestos is a known health hazard, and must be removed by qualified
company or technician by state law. It's a felony removing it yourself )
The inspection report only says "Asbestos like", as the home inspector is
not qualified for evaluating Asbestos materials, we need to have it
evaluated by qualified company or technician before asking for credit from
seller.
So who shall pay for the evaluation...?

That is quite harsh, a felony for renovating your own house. You are
probably not in CA. Anyway, if you did not do the test, and is not aware of
asbestos, you are probably not violating the law. But if you did the test
and found asbestos, ask someone else to do it without tell them this
information, you may be in trouble, or if you do it yourself, you have a
felony according to your state law.
*If the ducts are intact without damages, you can just leave them alone. No
need to replace them. Asbestoes are only harmful when they are in the air
breathed by you. Of course, you worry about it or is afraid of future
uncertain damages. Simply replace them. It is an easy job. Should not cost
more than 1000 bucks. If you are in south CA, I can recommend someone to you.

To have it tested, you need to take samples. Most sellers would not allow
you to take samples because that is causing damages to the ducts.
Also, sellers would not allow you to do so, because if it has abestos
indeed, he will be required by law to disclose this information to the next
buyer. So better not to know about it from the seller's perspective.
Finally, most sellers will not replace it unless there is any damage. As I
said, undamaged asbestos structures are not deemed harmful officially. If
not harmful on an official record, why would the seller pay to do it for you
?
