标 题: 求助，无理的ticket

两个月前搬到纽约，车在纽约register了。被DMV的人告知我外州的inspection
sticker仍然生效，于是就没有给我那张10天延期的inspection单子。
DMV的官方网站也是这样写的：
If you are a non-resident who becomes a resident of NYS, your out-of-state
inspection is valid until it expires, or for one year after the vehicle is
registered in NYS, whichever comes first. After the inspection expires, you
must have the vehicle inspected in NYS. If you receive an inspection
extension sticker at the DMV office, destroy the sticker.
前两天被一个警察逮住了，不管我怎么说他都不相信，说我一定要有纽约州的
inspection sticker，很无理就给了我ticket。还说赶紧去inspect，然后上庭，应该
可以dismiss.但是我并没有做错什么啊，为什么要听你说，花钱去inspect呢？？本来
打算打电话区dmv让他们出证明的，但是电话老是打不通（是不是他们串通的！！）
这里的人有类似的经历吗？我该怎么办呢？？
