出？
我的理解：
1）从A的角度来说，如果B真的有点违宪，A要自己出律师费的可能性很大（A全胜，判B
出律师费的可能性很小），这样的话，那不就是没有多少人会去告B? 纵使赢了，也要
几年，到时小孩也上大学了，这样A要出钱，又没有实际好处，那有什么动力？
2）从B的角度来说, 应战要出钱（律师费），如果budget紧张，不如不应战，自动认输
？或者随便找个烂律师应付一下，反正输赢对他们都没有大所谓的。

Also, if this is true, any one (parent) would love to sue the school system
? I know for one particular case, not a lot parents like to do that, until
finally one comes out.
also where does the money come from, for those organizations?
