Enough, the cost of a 3-people family can be less than 100,000 Yen for
us Chinese. You can even spend only 50,000 Yen if you live in the university
or government dormitory.
You can apply for the visa for them as soon as you reach Jpan.
However, some Japanese professor will ask you to do that after 1 year
because living with your family is no good for your Japanese study.
it really depends. You can ask your professor for advice.
On the dormitory, I have no idea.

revised and spouse is allowed to work.

Usually meals and drinks only for 2 people per month will be
much more expensive than it.
I'm living in the Tokyo-Yokohama area. The living expense
in Kyoto is probably a little lower.
