This depends on what your parents are. If they are not US citizens/residents
, then some brokers (IB, Scottrade, Firsttrade etc..) will allow them to
open an international account and they can trade most of the US equities.
For example, all Vanguard MFs are not available to non-US citizen/resident.
But ur parents can buy Vanguard ETFs.
Tax part is tricky. I'd suggest your parents do file tax, some brokers will
keep 30% of what your parents make from the market. these brokers will send
this 30% $$ to IRS, and if ur parents file tax, then your parents can get
all 30% back. Some brokers dont keep the 30% of what your parents make if
the profit is from outside of the US equity.Even if u filed the tax wrong,
you can still fill out another 1040 form to correct it, I think it was 1040X
? I only used it once for some dude.You can learn to do all the leg work or
just hire someone who knows it to do it for you/your parents.
I am not a CPA and I don't know your parents' status and other important
info. Just to be safe, you should ask IRS directly or if your parents have a
lot of cash to invest then your parents should hire a CPA to plan things
out.

第一,父母不来美国也能开帐户,如果不是公民或无绿卡,就开国际帐户;
第二,国际帐户不用报税,因为capital gain全免,dividend对中国人是10%,由
broker代扣代缴,所以不存在补税或退税问题,也就不用做税务申报,有明确文件说明
,懒得找了。

那F-1学生如果申请国际账户呢?还是会交30%capital gain的税?
