high id can download from/upload to anybody. low id only can download from
high id. low id can't share file each other. so you have less chance to get
files than high id.
for instance if my id is higher than yours (both are high id), then I will
download the part of file from you which you have while I don't have.
when you have a low id, either you did less uploading or your router setting
is wrong. can't listen the port. also your isp prov
