最近提交了eb1a的i-140，没通过。
现在准备让公司申请o1,公司律师可能不太清楚情况，说我不能申请o1。
“Because he filed his EB1A, XX should not file for the O-1 as it is in
direct conflict with his intent to obtain permanent residency in the U.S....
”
这make sense吗? O1究竟什么情况下才不能申请？

the United States for a temporary period as an O–1 nonimmigrant and depart
voluntarily at the end of his or her authorized stay and, at the same time,
lawfully seek to become a permanent resident of the United States.”
