USCIS has received the i-130 petition forms on Sep 28, 2016
I have asked my parents who told me they didn't get any notice from the US
consulate, Guangzhou
Do you know how long it takes to move to the next step?

will contact you and the immigrant with the next steps, which will take a
few more months until getting the immigrant visa.

It has been since Sep 28, 2016, so does it take this long? Is this normal?

anywhere between 3-8 months is normal.
