Dear Immigration Officer:
This letter is respectfully submitted in support of Dr. XXX Yang’s petition
for classification as a qualified immigrant under the first preference as
an Alien of Extraordinary Ability. Specifically, the evidence submitted will
prove:
I. Dr. Yang is an alien of extraordinary ability on the basis of the
following facts:
A. Dr. Yang qualifies under at least three of the criteria required for
this classification:
1. Dr. Yang has made original scientific contributions of major
significance to her field of endeavor;
2. Dr. Yang has authored scholarly articles in peer-reviewed journals in
her field;
3. Dr. Yang has served as the judge of the work of others;
B. Based on the supporting evidences of the three criteria, Dr. Yang
demonstrates that she is one of a small percentage who are at the very top
of her field, and she has sustained national or international acclaim;
II. Dr. Yang continues to work in her area of extraordinary ability in
the United States; and
III. Dr. Yang’s future stay in the United States will substantially
benefit prospectively the United States.
I. DR. YANG IS AN ALIEN OF EXTRAORDINARY ABILITY
Dr. Yang has been internationally recognized as a scientist with
extraordinary ability in the field of biomedical engineering. (Exhibits 1-51
). As evidence of her significant contributions and research success, Dr.
Yang’s work has resulted in at least 24 peer-reviewed scientific articles
published in top journals. (Exhibits 8-31). Notably, she has been the first
author or corresponding author in a substantial number of her publications.
(Exhibits 8-19). In the scientific community, these designations denote an
author’s key role in his/her publications of original significance. Thus,
Dr. Yang has played a primary role in her influential works. Demonstrating
the high quality of Dr. Yang’s publications, her papers have been published
in prestigious journals in her field and related fields. (Exhibit 33). Her
research has also been presented at major conferences, indicating that her
research is an area of significant interest to the research community. (
Exhibit 32).
Moreover, the major impact of Dr. Yang’s contributions in her field is
clearly evident. Her findings have been cited at least 289 times by
researchers in the field, as evidenced by Google Scholar. (Exhibit 34).
According to the reputable scientific database of Web of Knowledge, compared
to other papers in the Biology & Biochemistry field published in the same
year as each of Dr. Yang’s papers, Dr. Yang’s papers are among the top in
the field. (Exhibit 50). These records are indicative of the definitive
impact of her research on the field.
The dissemination of Dr. Yang’s scientific works has established her as an
influential authority in her field of research. In recognition of her
expertise, Dr. Yang has been directly invited to serve as a peer reviewer by
distinguished journals and a major conference in her field. (Exhibits 35-48
). A researcher is asked to be a reviewer only if he has the necessary
knowledge, experience, and a high level of expertise in the field. In these
professional capacities, Dr. Yang critiques the works of others for
originality, significance, and technical quality, and thus guides the
direction of future developments in his field. The opportunity to comment on
scientific papers prepared by others is afforded only to the established
experts in one’s field.
Consistent with the evidences discussed above regarding the quality and
impact of Dr. Yang’s work, leading researchers in her field have submitted
letters of support testifying that Dr. Yang is among the elite researchers
in her specialized field. Her recommendations come from scientists at top
research universities throughout the United States and abroad. (Exhibits 1-5
). Please note that included are four (4) Independent Advisory Opinions from
scientists who have not worked with Dr. Yang or do not know Dr. Yang
personally but are familiar with her work and publications. (Exhibits 1-4).
Based on her achievements to date, all these renowned experts have come to
the conclusion that Dr. Yang is a scientist with extraordinary ability in
her field. The following sections will discuss the above evidences in
further detail.
A. DR. YANG’S QUALIFICATIONS AND ELIGIBILITY FOR EB-1A CLASSIFICATION
1. DR. YANG’S ORIGINAL CONTRIBUTIONS OF MAJOR SIGNIFICANCE IN BIOMEDICAL
ENGINEERING
Dr. Yang has earned a reputation as a leading scientist in the field of
biomedical engineering, with an emphasis in biomineralization. Among her
impressive contributions, Dr. Yang has developed valuable techniques that
have greatly elucidated the process of bone and tooth enamel formation. This
formation is known to occur through an early nucleation process involving
the formation and transformation of amorphous calcium phosphate precursors.
For a long time, due to a lack of effective methods, little is known about
the exact crystallization pathways from solvated ions through nuclei or
clusters to the final mineral phase. (See Exhibits 2-4). To this end, Dr.
Yang developed constant composition (CC) crystallization techniques “
uniquely suited for monitoring the earliest nucleation/aggregation stages
for calcium phosphate crystallization under precisely defined conditions.”
(Exhibit 4). Significantly, Dr. Yang’s technique can be “further utilized
to reveal functional relationships between proteins and minerals and provide
mechanistic understanding of bone and teeth biomineralization as well as
pathogenesis of human teeth and development of effective therapeutical
strategies.” (Exhibit 3).
Continuing her research success, Dr. Yang utilized her innovative CC
crystallization technique to clarify a longstanding uncertainty of the
biomineralization process. It is well established that the Amelogenin (Amel)
protein plays a critical role in crystallizing hydroxyapatite (HAP), which
is a natural mineral form of calcium apatite involved in tooth enamel
formation. Prior to Dr. Yang’s research, however, the precise mechanisms by
which Amel is able to nucleate and direct crystal growth through the
regulation of HAP formation remained unclear. Through her investigation, Dr.
Yang revealed that Amel stabilizes calcium phosphate clusters, which
assemble as composite Amel-calcium phosphate nanoclusters. Interestingly,
she further discovered that these clusters co-assemble as chains of
nanoparticles that evolve into long co-aligned crystals that resemble those
found in biological enamel. Thus, Dr. Yang’s study was the “first to
successfully show that bone and teeth closely resemble each other in
composition and in their mechanism of mineral deposition.” (Exhibit 1).
Inspired by these results, independent experts Dr. James P. Simmer of the
University of Michigan and Dr. James J. De Yoreo of the University of
Washington have cited this work. (See Exhibits 1-3).
In yet another productive endeavor, Dr. Yang has provided some of the first
direct structural evidence of the docking of amelogenin protein coupled
partners within mineral formation into the multi-functional protein mineral
phases. This information is highly desirable, as knowing the structure of a
protein with the mineral is essential to understanding the protein’s
function. Regrettably, employing traditional methods of determining protein
structure is a time-consuming process. While recent methods have utilized
transmission electron microscopy (TEM) to accelerate analysis time,
integrating proteins with minerals from this type of experiment in situ
remains difficult. Recognizing the need for improvements, Dr. Yang developed
an in vitro method integrating the sequence and techniques of TEM combined
with Scanning Electron Microscopy. Her ingenious method therefore allows for
effective analysis of protein structure. (See Exhibit 3). Dr. Yang’s
innovative method is “central to structural proteomics and facilitating
protein structure-based biomineral development.” (Exhibit 3).
Honing her expertise, Dr. Yang has made significant progress in clarifying
researcher’s understanding of the phosphorylation of a key group of
proteins in bone and tooth development and mineralization, namely the
SIBLINGS protein. As the biological functions of this important group of
proteins are largely dependent on post-translational modification of
phosphorylation, identifying the mechanisms spurring this process is
extremely important. It has recently been discovered that the kinase FAM20C
is involved in the regulation of biomineralization. Thus, using a FAM20C
knockout mice model, Dr. Yang systematically analyzed the expression
profiles of SIBLINGs proteins during bone and tooth development. As she
observed a loss of phosphorylation of SIBLINGs proteins due to a lack of
FAM20C, her results revealed that FAM20C is essential to the development and
mineralization of bone, dentin, enamel and cementum. Her mass spectrometry
analyses led to the most comprehensive results about the posttranslational
dynamics of these secretory proteins ever reported in literature. (See
Exhibits 1-2, 4-5). Her groundbreaking work has “helped us better
understand the mechanistic aspects of biomineralization, crucial to the
development of novel treatment modalities for mineralized-tissue diseases
such as osteoporosis and dentinogenesis imperfecta, which affect tens of
millions of Americans.” (Exhibit 1).
Furthermore, Dr. Yang has designed a methodology which is capable of
reconstructing functionally-important mineralization proteins that are
undetectable by mass spectrometry. Before Dr. Yang’s method, the expression
of recombinant proteins required the use of specialized expression vectors
and often necessitated significant restructuring by foreign coding sequences
. Dr. Yang’s method, alternatively, is based on recombinant DNA molecules
formed by laboratory methods using genetic recombination to bring together
genetic material from multiple sources. (See Exhibit 5). She applied this
methodology to investigation of the kinase FAM20C, thereby identifying “
previously-unseen weakly populated intermediate states of these proteins
that are not amenable phosphorylation sites, as determined by mass
spectrometry.” (Exhibit 5).
The above examples are just a few of Dr. Yang’s contributions to biomedical
engineering. For example, Dr. Yang has also conducted a FAM20B knockout
mouse model, which has led to discoveries that are relevant to human bone
arthritis and cartilage cancer research. (See Exhibit 5). These important
results clearly show that Dr. Yang is one of the preeminent researchers in
her field. Experts in her field draw the same conclusion regarding Dr. Yang
and the value of her research contributions: such innovations and
breakthrough discoveries are achieved only by the very few who have risen to
the top of their field. (Exhibits 1-5). The observations by the experts in
her field are as follows:
“I consider Dr. Yang to be an elite scientist; she has broader knowledge
and scientific expertise than most of the other scientists in her field…Dr.
Yang has deservedly established a respectable reputation and has made
herself a very important niche in the U.S. and international research
efforts in this area through her singular contributions in the field of
bioengineering...Given her unique background and exceptional contributions
that place her in the upper echelon of bioengineering researchers, she will
continue to contribute important data to the scientific community in her
area of expertise.” (Exhibit 1, James P. Simmer, D.D.S., Ph.D.; Professor,
Department of Biologic and Material Sciences, University of Michigan, USA) (

“Dr. Yang has gained an international reputation for her excellent
achievements and scientific contributions and has distinguished herself as
one of the few who have risen to the very top of the field…Based on Dr.
Yang’s publications, I believe that she possesses an imitable expertise not
only in biomineralization but also in genetic, molecular, and biochemical
examination of genes involved in controlling biomineralization. Her research
has been very productive and is obviously of high quality and demonstrates
immense technical skill. Dr. Yang’s significant and unprecedented
achievements make her an unparalleled candidate to make future contributions

“[Dr. Yang’s] original research results have substantially influenced the
work of others in the same and related fields and place her in a unique
position to lead efforts in this field of endeavor…Dr. Yang has already
made original contributions of a high quality, which enabled her to become
an authoritative figure in the field of biomineralization and biophysics.”

“More important in terms of considering her scientific development and
readiness for independent contributions in the future, is that [Dr. Yang has

“[Dr. Yang’s] contributions truly establish her as a leading figure with
lasting impacts on an international level. Insights derived from these
studies have a long-term and far-reaching impact to related research efforts
in biomedical sciences. She is a highly skilled and knowledgeable
researcher who represents the best of a new group of researchers working on
the understanding of complex biological phenomena, and I could not be more
supportive of Dr. Yang’s petition for the USA permanent residency.” (

Thus, Dr. Yang’s seminal discoveries within the scientific community,
witnessed by leading experts in her field, amply prove that Dr. Yang has
made multiple original contributions of major significance to this field.
These experts have specifically acknowledged the impact of Dr. Yang’s
findings to the field as a whole. The accomplishments by Dr. Yang are not
only novel and well recognized, but also have had a wide influence in her
field.
The letters of endorsement offered above are not the sole evidence
establishing that Dr. Yang’s work has been of major significance to the
field and is held to be extraordinary by the international scientific
community. For instance, Dr. Yang’s achievements have been well-documented
in at least 24 peer-reviewed articles in international, scientific journals.
(Exhibits 8-31). The international attention that Dr. Yang has attracted
with her work includes at least 289 citations from researchers in her field.
(Exhibit 34). One way to place Dr. Yang’s citations into meaningful
context is through the Web of Knowledge Essential Science Indicators “
Percentiles” table. (Exhibit 50). The Web of Knowledge delivers information
and decision support tools for scientists around the world; it is used by
over 20 million users. One of the tools available is the Essential Science
Indicators, which determines the influence of certain publications in a
given field of study. With the Essential Science Indicators information, the
most recent Percentiles table displays data on the minimum number of
citations needed to meet certain percentile breakdowns within a scientific
field.
Based on data for the years 2004 to 2014, Dr. Yang’s papers throughout her
research career are ranked among the top compared to other papers in the
field of Biology & Biochemistry, an area closest to her field of expertise.
For example:
• Dr. Yang’s first-authored paper “How amelogenin orchestrates
the organization of hierarchical elongated microstructures of apatite” has
been cited more than 90% of the papers published in the same year in the
Biology & Biochemistry category.
• Dr. Yang’s co-authored paper “Spectroscopic analysis of
titanium surface functional groups under various surface modification and
their behaviors in vitro and in vivo” has been cited more than 90% of the
papers published in the same year in the Biology & Biochemistry category.
• Dr. Yang’s co-authored paper “An amelogenin-chitosan matrix
promotes assembly of an enamel-like layer with a dense interface” has been
cited more than 90% of the papers in the same year in the Biology &
Biochemistry category.
• Dr. Yang’s co-authored paper “Localization and quantitative co-
localization of enamelin with amelogenin” has been cited more than 90% of
the papers in the same year in the Biology & Biochemistry category.
• Dr. Yang’s first-authored paper “Influence of magnesium ions
and amino aids on the nucleation and growth of hydroxyapatite” has been
cited more than 80% of the papers in the same year in the Biology &
Biochemistry category.
• Dr. Yang’s co-authored paper “Nano-crystalline growth of
electrochemically deposited apatite coating on pure titanium” has been
cited more than 80% of the papers published in the same year in the Biology
& Biochemistry category.
(Exhibits 34, 50). In other words, Dr. Yang’s scholarly papers are ranked
in the top 20% or better of the papers in the field of Biology &
Biochemistry. Such attention and citation record would not be possible if
her contributions were not of great value and meaning to the field.
These evidences corroborate the independent experts’ statements that Dr.
Yang has made original contributions of major significance in her field. In
light of such evidences, either taken alone or considered in the aggregate,
Dr. Yang has been a major influence in the field, impacting researchers well
beyond her circle of colleagues.
2. DR. YANG’S AUTHORSHIP OF SCHOLARLY ARTICLES IN PROFESSIONAL & MAJOR
TRADE PUBLICATIONS IN HER FIELD
Dr. Yang has published at least 24 high-quality articles in peer-reviewed
scientific journals in the field of biomedical engineering and related areas
. (Exhibits 8-31). Her series of works have been published in the following
highly respected and widely read publications:

• The Journal of Physical Chemistry B

These journals are among the top and most well known in her field. (Exhibit
33). For example, with an impressive impact factor of 6.025, Acta
Biomaterialia is an “international journal that publishes peer-reviewed
original research reports, review papers and communications in the broadly
defined field of biomaterials science.” As the “world’s most cited
biology journal,” The FASEB Journal has an impact factor of 5.043 and is
ranked #3 out of 54 journals in the Biochemistry, Genetics and Molecular
Biology subject area of the Biotechnology category in the United States
based on SJR. With an impact factor of 4.034, CrystEngComm emphasizes “
innovative research covering all aspects of crystal engineering.” Ranking #
1 out of 19 journals in the Materials Science subject area of the Metals and
Alloys category in the United States based on SJR, the Journal of
Biomedical Materials Research Part A has an impact factor of 3.369 and is
the official journal of the Society for Biomaterials (USA), the Japanese
Society for Biomaterials, the Australian Society for Biomaterials, and the
Korean Society for Biomaterials. With an impact factor of 3.302, The Journal
of Physical Chemistry B is ranked #3 out of 21 journals in the Materials
Science subject area of the Surfaces, Coatings and Films category in the
United States based on SJR. The Journal of Structural Biology has an impact
factor of 3.231 and publishes “papers dealing with the structural analysis
of living material at every level of organization;” it is ranked #3 out of
11 journals in the Biochemistry, Genetics and Molecular Biology subject area
of the Structural Biology category in the United States based on SJR. (
Exhibit 33). These are well-respected, international journals with high
standards for publication. To be published in these leading sources
indicates that Dr. Yang’s articles have met or exceeded the standards
imposed by them.
To be selected for publication in these influential journals attests to the
immense interest in Dr. Yang’s papers. Competition is inherent to science,
as to any activity where talented individuals strive for excellence. It is
not just a matter of limited funding for grants and jobs. There is also an
ever-increasing competition for “mind space” among one's fellow scientists
. With millions of papers per year, scientists do not have time to read
every paper, so some selection is essential. Authors naturally want
visibility for their own work, and publications in these prestigious
journals ensure such visibility.
Moreover, as discussed above, Dr. Yang’s scholarly publications have been
cited by peer researchers worldwide at least 289 times, demonstrating her
significant impact in her field of expertise. (Exhibit 34). Citations
confirm the impact of a scientist’s contributions. This objective measure
illustrates the high quality of Dr. Yang’s research, the impact of which
reaches well beyond her colleagues and the United States.
These facts evince the vastly superior quality of Dr. Yang’s work and
testify to the widespread influence of her research. Dr. Yang’s credentials
satisfy this criterion based on consistent standards imposed by the
Administrative Appeals Office (AAO). In Exhibit 52 is an AAO decision
overturning a Nebraska Service Center decision, holding that authorship of
23 articles and having made presentations at several conferences with
independent citations was evidence that the petitioner had authored
scholarly articles satisfying this criterion. Compared to the successful
petitioner in the AAO decision with 23 articles, Dr. Yang has published more
with at least 24 articles that have been extensively cited by researchers
around the world. (Exhibits 8-31).
Overall, Dr. Yang’s publication record is excellent. Clearly, only a
researcher with proven exceptional qualifications and discoveries will be
consistently recognized by these leading publications. In terms of quality,
her publication record exceeds any ordinary level of achievements in the
scientific community.
3. DR. YANG’S SERVICE AS A JUDGE OF THE WORK OF OTHERS
Due to her widespread and lasting influence on the research community in the
field of biomedical engineering, Dr. Yang has been directly invited to
serve as a peer reviewer by numerous well-respected international scientific
journals and a conference. (Exhibits 35-48).
The journals/conference for which Dr. Yang has served as a reviewer include
the following:
• Chemical Communications
• The Journal of Physical Chemistry C
• Journal of Materials Chemistry B
• International Journal of Nanomedicine
• CrystEngComm
• RSC Advances
• Biomaterials Science
• Journal of Biomedical Materials Research Part A

(Exhibits 35-48). In this capacity, Dr. Yang critiques the work of others
for accuracy, innovativeness, and importance to the field. A reviewer must
be extremely knowledgeable and accomplished in the subject matter area, as
he or she will shape the field by deciding what works get published. Without
demonstrating solid, extraordinary achievements made only by those who have
risen to the top of the field, one cannot be invited to review works of
other researchers, especially in these premier publications at such unusual
frequency.
These are distinguished international journals and a conference in the
various subfields related to Dr. Yang’s research expertise in biomedical
engineering. (Exhibit 49). For instance, with an impact factor of 6.834,
Chemical Communications publishes articles providing information on “new
avenues of research, drawn from all the world’s major areas of chemical
research.” The Journal of Physical Chemistry C has an impact factor of 4.
772, and was cited an astounding 113,624 times in 2014. With an impact
factor of 4.726, the Journal of Materials Chemistry B has a broad scope, and
includes submissions whose novelty and advance is focused on either the
chemistry used to produce the materials or on the properties or applications
of the materials produced. The aim of the International Journal of
Nanomedicine is to “highlight research and development leading to potential
clinical applications in the prevention and treatment of disease;” the
journal has an impact factor of 4.383. CrystEngComm presents innovative
research on all aspects of crystal engineering. RSC Advances has high
publication criteria, requiring that the work be “high quality, well
conducted and advance the development of the field.” (Exhibit 49). Thus,
they have high standards for publication and require peer-reviewers with
similarly high expertise and credentials to judge the scientific originality
, techniques, and merits of submitted manuscripts to ensure conformity to
strict publication standards. Not all journals and conferences are equal,
and not all peer review is equal. Someone who is trusted with the task of
protecting the status quo of leading journals and filtering scientific
information for the readers must be in a position of authority, as Dr. Yang
is.
Dr. Yang’s influence in her field is demonstrated by these frequent and
ongoing requests for her professional services for widely read journals and
a conference, which illustrate the high regard for her expertise and her
sustained international acclaim and recognition.
B. THE SIGNIFICANCE OF THE EVIDENCES
In accordance with Kazarian v. USCIS, 596 F.3d 1115 (9th Cir. 2010), the
totality of the circumstances show that Dr. Yang has demonstrated a “level
of expertise indicating that the individual is one of that small percentage
who have risen to the very top of the field of endeavor,” 8 C.F.R. § 204.5
(h)(2); and that Dr. Yang “has sustained national or international acclaim
and that his or his achievements have been recognized in the field of
expertise.” See section 203(b)(1)(A)(i) of the Act, 8 U.S.C. § 1153 (b)(1)
(A)(i), and 8 C.F.R. § 204.5(h)(3). See also Kazarian, 596 F.3d 1115 at
1119-1120.
Dr. Yang received her Ph.D. degree in Biomedical Engineering from Sichuan
University in China. She has published at least 24 influential articles in
scholarly publications and has presented her research at major international
conferences. Her contributions are cited at least 289 times and are praised
as significant contributions by leading scientists throughout the world,
and thus are widely acclaimed. Further bolstering her credentials, Dr. Yang
has frequently participated in the peer-review process for international
scientific journals and a conference, which would not have been possible but
for Dr. Yang’s outstanding reputation in the field. Thus, Dr. Yang’s
achievements distinguish her as one at the very top of her field.
II. DR. YANG CONTINUES TO WORK IN HER FIELD OF EXTRAORDINARY ABILITY
Dr. Yang is currently a Research Associate at Texas A&M University, where
she continues to make further breakthroughs in the biomedical engineering
field. (Exhibit 51). Included is Dr. Yang’s offer of employment letter
from Texas A&M University Irma Lerma Rangel College of Pharmacy, which has
been signed by Dr. Yang; this document demonstrates Dr. Yang’s prearranged
commitment to continue working in her field of expertise in the U.S. (
Exhibit 51). This field is of great importance, as successful research in
her field enables the development of treatments for a wide variety of bone
related diseases, such as osteoporosis and sclerosis. Specifically, Dr. Yang
has greatly improved researchers’ ability to study and comprehend the
biological mechanisms of hydroxyapatite formation, which in turn benefits
researchers’ understanding of the biomineralization of bone and tooth
growth. Additionally, she has developed methods capable of determining
protein structure in vitro. Having already made numerous first-in-time
contributions employed by many other researchers in the field, Dr. Yang is
certainly well-poised to lead efforts in this field for the benefit of
public health in the U.S.
Independent expert Dr. James P. Simmer of the University of Michigan
confirms: “[Dr. Yang] has indeed established a track record of success that
provides a strong assurance of many future benefits to the United States.”
(Exhibit 1). These evidences combined with Dr. Yang’s record of
significant original achievements in this field, her highly influential
publications, and her extensive professional services for journals and a
conference, demonstrate Dr. Yang’s intent and likelihood to continue
pursuing her research career in the United States. Dr. Yang has shown great
commitment to this area and there is every expectation that she will
continue to apply her extraordinary ability in scientific research to make
further significant breakthroughs and beneficial contributions in this area.
III. SUBSTANTIAL BENEFITS PROSPECTIVELY FOR THE UNITED STATES
Dr. Yang has devoted her work to the field of biomedical engineering, an
area of crucial importance to many U.S. industries, including the medical
and dental industry as well as the pharmaceutical industry. Dr. Yang has
developed numerous techniques and methodologies which have already led to
groundbreaking discoveries. For example, her construction of a constant
composition crystallization system has provided critical insights into the
relationship between functional proteins and biomineral development.
Moreover, her development of a methodology capable of reconstructing
functionally-important enamel proteins has also offered valuable information
into phosphorylation sites. Dr. Yang’s efforts have provided the field
with a better understanding of the biomineralization of bone and enamel
formation; thus, her work has greatly improved scientists’ ability to
development treatment for mineralized-tissue diseases such as osteoporosis
and dentinogenesis imperfecta. As millions of Americans suffer from these
conditions, Dr. Yang’s continued efforts in this field offers innumerable
benefits to the health and welfare of this country.
Affirming the need for Dr. Yang’s sustained presence in the United States,
independent expert Dr. James P. Simmer of the University of Michigan states,
“It would be to our best interest to keep [Dr. Yang] in this country where
she will continue to produce excellent research results that will
ultimately benefit public health. Because we are dependent on research to
win the battle against human genetic diseases, it is vital that we retain
skilled researcher[s] like Dr. Yang in our country.” (Exhibit 1).
Consequently, Dr. Yang’s continued efforts in biomedical engineering are
extremely important to the United States.
With her many innovations and originalities, Dr. Yang has been a pioneer in
the field of biomedical engineering. As noted in the attached exhibits, the
scientific advances generated by her research will benefit the field along
with healthcare in the United States. Therefore, Dr. Yang’s employment and
stay in the United States will prospectively provide substantial benefits
for the United States. (Exhibits 1-5).
IV. CONCLUSION
Dr. Yang is an alien of extraordinary ability who is at the top of the field
of biomedical engineering. As shown in the above sections, considering the
totality of the evidence in context of the final merits of the case, Dr.
Yang is one of the foremost researchers in her field with demonstrated
recognition throughout the world based on her original contributions of
major significance that have been extensively cited, her impressive
publication record in leading journals, and her service as a judge of the
work of others. Overall, Dr. Yang has submitted qualifying evidence for
three of the ten categories and established a level of expertise comparable
to those at the very top of the field with achievements that are
commensurate with sustained national or international acclaim.
Moreover, Dr. Yang continues to work in her field of endeavor in the United
States, and Dr. Yang’s work will prospectively benefit the United States.
Therefore, she qualifies to be classified as an alien of extraordinary
ability as under INA § 203(b)(1)(A). We respectfully request that you
consider this petition and the evidence submitted herewith, and upon
