会告诉你with adjudicating officer。
60天或者90天都是随他们高兴。反正就是60天/90天你们不要来烦我。

关键这个have had to的意思是还没做完。是以前在做，现在还在做的意思。
他们自己都不知道什么时候能做完。应该是第三方的agency，而且是选择性的。肯定
不是指fbi name check，否则就不会assign officer了。感觉和签证check差不多。

考古找了一下以前一个律师关于这样回复的说法
“This is a typical response when an application is past normal processing
time. You can't read too much into it. You just have to be patient.”。
