在上述文件中,对于两步法审核的第二步,原文有如下说法:

In Part Two of the analysis in each case, USCIS officers should evaluate the
evidence together when considering the petition in its entirety to make a
final
merits determination of whether or not the petitioner, by a preponderance of
the
evidence, has demonstrated that the alien has sustained national or
international
acclaim and that his or her achievements have been recognized in the field

expertise, indicating that the alien is one of that small percentage who has
risen to

对于这个标准,是否有来自官方的进一步更清晰的判断细则呢?
比如这里的"small percentage",多少算small呢?
感觉这个memorandum前面写的都很清晰,可执行性或者说参考性很好,
但偏偏关于这个part two说得很含混.请问还有哪些官方文档可以参考,
来进一步对这个标准进行理解吗?谢谢! |
