请问一下，是所有的文件都用fastener装订起来吗？我看最近几个发了照片的同学都是
从头到尾都订起来了，包括ＰＬ等等。
我又记得考古的时候说ＰＬ，各种140表格啥的不订。
上了uscis的官网看了看，没有这方面的规定。
请问一下，大家是怎么装订的呢？

recommending separate the PL and exhibit list, so the IO may find it easier
