太费劲，没有用。我很庆幸自己没有急着回复，让我有机会看到了以下这位网友的经验

我打印了那个ｍｅｍｏ以及两个判例（都是有大段讨论contribution的），认真读了一
遍，把能用得着的话highlight出来，用在了我的回复中。并按照ｍｅｍｏ的思路重新
组织了材料。 我以前的ＰＬ是按版上前人的模板，但人家的申请被批准的时候，那个
著名的案例Kazarian vs. USCIS还没有出来，所以现在看来我当初的ＰＬ写的并不好。
看了memo和案例以后，重新组织的contribution部分写得比较满意，但是
对totality 部分心理没底，因为自己的条件和谁比都会被比下来。而且车轱辘话来回来去的说，我家ＬＤ看了都觉得有些思路混乱，最终能过还是挺幸运的。
下面具体写一些体会和经验， 我的伪币有限，就不发包子了。
1． 我最初收到RFE letter 的时候，很迷惑，因为他说我满足了两条，contribution没达标。 我不知道自己达标的两项的totality到底过了吗，需不需要在回复中address. 读了memo以后就很清楚了，按照两步法， 先看是否符合三项条件， 如果达不到，就会要求补材料，根本不会去考虑totality。 因此我必须在回复中address totality.
2． Memo 上还专门讲了Adjudicator’s Field Manual (AFM)是怎样指导IO来判断每一个条件是否满足。比如说contribution，the USCIS officers should determine 1) whether the alien has made original contributions in the field; 2) whether the alien’s original contributions are of major significance to the field. 我最初用的模板就没有把这两个方面分开来阐述，等于让IO自己figure out, IO 当然不爽。AFM也讲了什么样的证据可以用来支持original 以及of major significance。我都是用它提到证据来论述的。
3． 读了AAO的判例，你就会了解什么样的证据移民官不认可，自己可以尽量避免。另外，读了判例我才知道AAO真的会拿推荐人的publication来和申请人比较，然后得出你比这些人都差，所以不够条件的结论。为了避免被比下去，我在补材料的时候新交了三封推荐信，都没有附简历。
4． 关于推荐信：我最初交了５封，除了一封日本人的推荐信是我起草，他修改的以外，其他四封都是我和推荐人一联系，推荐人立刻自己写好传给我，都是用特别好的词夸你，我当时觉得他们写的比我写的强多了，但是后来才意识到这些信都太空洞了，所以才招来RFE. 我后来补的一封推荐信就平实很多，就说了我做的东西给推荐人提供了一个平台，可以用来检验他的一些想法。
5． 关于证据：IO希望看到的证据是申请人的成果对整个领域产生了巨大影响， 当然最好的证据是primary evidence, 比如某某写证词说他用了我们的东西作出了什么成就。 但是如果这种证据没有的话，secondary evidence 也比没有好。 比如我前老板作证说我做出来的东西开创了一个小领域， 全世界很多实验室都来要东西，用于进一步研究。 并附上了一封来自英国的要东西的email 来证明。 同时解释其他很多类似的email 都已删除了。 我在RFE回复提到这封email 以及其他类似email的时候特意用判例中的话强调这些证据都是申请140 前就已经存在的，所以更客观可信。 我是这样写的：It should be noted that these emails are not the only requests for reagents. Here, we also submit other emails sent to Petitioner from Dr. Boss which referred to reagent requests from other labs [RFE Exhibit L-2 and L-4]. (The Original requests are no longer available as Dr. Boss has deleted them from her email inbox [RFE Exhibit K-1]). In addition, Professor UK mentioned in his email that another lab in University of Sheffield was also interested in ** Petitioner created. These emails should be given more weight as they are preexisting, independent evidence of Petitioner’s original contribution of major significance. Therefore, it can be inferred that Petitioner’s research has been receiving attentions from the international academia.
6． Rebuttal: 在回复中我也对移民官的有些话进行了反驳，参见后面C４。
最后，我把回复中的contribution 部分的outline 附上供大家参考：
Part I. Original Contribution of Major Significance
A. Statement of the Law
Pursuant to the Adjudicator’s Field Manual (AFM) 22.2(i)(1)(A), a two-part analysis is used to determine whether a beneficiary is an individual of extraordinary ability. First, USCIS officers should evaluate the evidence submitted by the petitioner to determine, by a preponderance of the evidence, which evidence objectively meets the parameters of the regulatory description applicable to that type of evidence (“referred to as “regulatory criteria”). Second, USCIS officers should evaluate the evidence together when considering the petition in its entirety for the final merits determination regarding the required high level of expertise for the immigrant classification.
For Part One analysis, the AFM provides the guidance on determination of whether a particular regulator criterion has been met. As to the criterion set forth in 8 C.F.R. §204.5(h)(3)(v), i.e. evidence of the alien’s original scientific scholarly, artistic, athletic, or business-related contributions of major significance in the field, the USCIS officers should determine 1) whether the alien has made original contributions in the field; 2) whether the alien’s original contributions are of major significance to the field. Although funded and published work may be “original,” this fact alone is not sufficient to establish that the work is of major significance. Peer-reviewed presentations at academic symposia or peer-reviewed articles in scholarly journals that have provoked widespread commentary or received notice from others working in the field, or entries (particularly a goodly number) in a citation index which cite the alien’s work as authoritative in the field, may be probative of the significance of the alien’s contributions to the field of endeavor. （我后面论述的时候就是用这些东西来证明my contribution is of major significance.）
B. Petitioner has made original contributions
这里就列出主要的成果 （首次发现这个，那个），每个成果都发表了， 从相关杂志的网站上找出相关的话，比如 *** only publishes original research in ## field. 如果实在找不到， 用推荐信里的话也可以， 只要证明你的研究是novel.
C. Petitioner’s original contributions are of major significance
1. Petitioner’s work has opened up a new field within *** research and received substantial notice from international academia.
2. Petitioner’s scientific contribution has become the basis of research of others in the field。
3. Petitioner’s peer-reviewed articles have provoked widespread commentary in the field.
4. Petitioner’s peer-reviewed articles have been widely cited by international scholars and major database of GeneBank as authoritative in the field
Pursuant to AFM, entries (particular a goodly number) in citation index which cite the alien’s work as authoritative in the field may be probative of the significance of the alien’s contribution to the field of endeavor. Petitioner's peer-reviewed articles have been cited 103 times [Table 1] by researchers from 21 countries, including: ………
In the RFE letter, the immigration officer mentioned that Petitioner’s articles have only been moderately cited. This assertion ignored two facts. First, citation frequency is related to the years since publication...．Second, the immigration officer did not take into account of citations by ###, a major database of GeneBank…..

First, USCIS officers should evaluate the evidence submitted by the petitioner to determine, by a preponderance of the evidence, which evidence objectively meets the parameters of the regulatory description applicable to that type of evidence (“referred to as “regulatory criteria”). Second, USCIS officers should evaluate the evidence together when considering the petition in its entirety for the final merits determination regarding the required high level of expertise for the immigrant classification.
For Part One analysis, the AFM provides the guidance on determination of whether a particular regulator criterion has been met. As to the criterion set forth in 8 C.F.R. §204.5(h)(3)(v), i.e. evidence of the alien’s original scientific scholarly, artistic, athletic, or business-related contributions of major significance in the field, the USCIS officers should determine 1) whether the alien has made original contributions in the field; 2) whether the alien’s original contributions are of major significance to the field. Although funded and published work may be “original,” this fact alone is not sufficient to establish that the work is of major significance. Peer-reviewed presentations at academic symposia or peer-reviewed articles in scholarly journals that have provoked widespread commentary or received notice from others working in the field, or entries (particularly a goodly number) in a citation index which cite the alien’s work as authoritative in the field, may be probative of the significance of the alien’s contributions to the field of endeavor. （我后面论述的时候就是用这些东西来证明my contribution is of major significance.）
B. Petitioner has made original contributions
这里就列出主要的成果 （首次发现这个，那个），每个成果都发表了， 从相关杂志的网站上找出相关的话，比如 *** only publishes original research in ## field. 如果实在找不到， 用推荐信里的话也可以， 只要证明你的研究是novel.
C. Petitioner’s original contributions are of major significance
1. Petitioner’s work has opened up a new field within *** research and received substantial notice from international academia.
2. Petitioner’s scientific contribution has become the basis of research of others in the field。
3. Petitioner’s peer-reviewed articles have provoked widespread commentary in the field.
4. Petitioner’s peer-reviewed articles have been widely cited by international scholars and major database of GeneBank as authoritative in the field
Pursuant to AFM, entries (particular a goodly number) in citation index which cite the alien’s work as authoritative in the field may be probative of the significance of the alien’s contribution to the field of endeavor. Petitioner's peer-reviewed articles have been cited 103 times [Table 1] by researchers from 21 countries, including: ………
In the RFE letter, the immigration officer mentioned that Petitioner’s articles have only been moderately cited. This assertion ignored two facts. First, citation frequency is related to the years since publication...．Second, the immigration officer did not take into account of citations by ###, a major database of GeneBank…..
