approved with only one recommendation letter.
Recommendation letters are usually used to prove contribution, international
acclaim, etc. However, if all the other evidences already show the petition
has such contribution and acclaim, then weaker recommendation letters
should be fine. Otherwise, stronger recommendation letters are recommended.
So if the majority of the recommenders are from the same circle, the
recommendation letters might not be strong enough to show the petitioner's
international acclaim. However, if the petitioner has other strong evidences
already, the letters would not matter.
Also, luck is a factor as well.

我不记得那个人的背景了，所以不能提供进一步信息。不过申请EB1A的运气成分很大，
真的很难说！看碰到什么移民官了
