whether the claims meet the face value of the requirements, such as the
numbers of publications, citations, etc; then the IOs evaluate whether
the case is strong enough overall, or whether the case gives them enough
impression that this applicant is indeed extraordinary or outstanding.
The second step is called totality evaluation.
The approval of a case requires both face value satisfaction and
totality satisfaction.
The totality evaluation is somewhat very similar to contribution
evaluation, namely, unless the contribution requirement is met, the
totality won't be met. In the extreme case though, I saw maybe only one
case on this board that an applicant met all 3 claims including
contribution on the face value, but his totality was not met, and his
case was RFEed or something. In the common cases, contribution is most
often questioned in RFEs.
So contribution is the most important thing to be claimed and supported
for both EB1A and EB1B.

发帖数: 3862 | 4 eb1b是只需要满足两条就够了，但是两条都需要达到两步法totality的要求，那就是申
请者要被 Internationally recogized as an OUTSTANDING researcher。
一个是internationallly recognized, 一个是outstanding.要证明这两点如果不说你
做了什么贡献，比较难说通怎么outstanding, 能internationally recognized,所以功
课总要做的，而且这样写逻辑比较通顺。
当然你要是有足够强的证据支持着两条，我觉得也是可以的。 | b*********n
