当然，批不批有很多因素。

发帖数: 1214 | 12 我谨遵四月版主的教诲，PL里也没用图表。做了一个citation和field average比的bar
graph，被我放在exhibit里了。我的PL cover letter 1页多点，exbihit list 2页，
然后正文10页，能说的都说了。自我感觉写得很简单明白，不批只能说明自己的条件还需要加强或者碰到不好说话的IO了。万一批了，一定拿来分享。

Dr. Kazarian filed for EB1A On December 31, 2003, got denied and appealed.
The original conclusion was that he submitted zero evidence to support those
claims. Finally, in appealing, they admitted that he submitted enough
evidence for two claims, but not three, and his case was still denied, and
the original evaluation was wrong but harmless.
The final word is that the lawyer was banned from immigration petitions ever
since, as the lawyer was the one who suggested the petitioner to file EB1A
while he clearly didn't qualify.
USCIS published that memo on two-step evaluation in late 2010 with RFE
templates, but the RFE templates were misused often ignoring the petitioner'
s evidences. Now they are trying to clear things up, but who knows how it's
gonna be.
Essentially, what they want to say is that the law standard is always the
same, but the method to evaluate the case based on the law may look
different, which should not affect the final decision.

That document said that he was well qualified for EB2. It must feel awful to
be put in the spot-light like that. They should just grant him a green card
on EB2 automatically.
