some strategies:
1.petition letter organization
My petition letter is long, 26 pages. but organization is clear.
-beginning: 5 pages of basic information and summary/highlights of evidence for each of the 4 claims. officer can approve after read 5 pages
-middle: 18 pages discussion for each of the 4 claims. each claim has multiple points of evidence(use black font)
-end: summary of evidence to show the totality. each point shows one condition, such as: "why outstanding" "why international recognition" "why small percentage" "why sustained and sustainable"
2. reference letters
-send letters to as many people as possible until you get enough reference. for example, get a list of ACM fellows of your area, send one buy one. you two don't have to have any relation. similar or related research area is enough. finding a nice guy is key. the key is not to find a relation.
-if some guy delays too long to sign, find a replacement, change the letter and resend to the other guy to sign
-try to diversify reference letters: different countries, from AP to fellows, not many chinese name, academia+industry, reference types(totally indep, people cited your paper, editor/chair invited you for reviewing)
3. citations
-compare with citation count of your own major or area (use the smallest average number to compare).
-boost your citation count by comparing with other area with more citations: i mentioned "120 citations in CS is similar as 800+ citations in molecular biology"
-do not distinguish independent and self citations in petition letter, if not many independent citations. but I distinguish independent and self citations in support documents (citation summary).
-pick part of your most cited papers to compare with average citation number
-use google scholar's citation of your paper (or combine all sources): this number obviously is larger than the average citation number that always loses some counts.
-compare yearly cumulative citations: good if your papers are new. good to show citations are more and more
-show country distribution of all researchers (usually hundreds) who cite your paper
-listed Big researchers who cite papers. highlight countries, famous universities, famous companies, big titles(fellow)
-listed contents of papers who cite my paper and give good comments

-listed outstanding authors of papers I reviewed. highlight countries, famous universities, famous companies, big titles(fellow)
5. others
-always mentioned "other outstanding researchers" cite my papers, or I reviewed papers of "other outstanding researchers". means I am outstanding researcher too.
