all forms I-140 petitions, except those marked 'f' in part 2, petition type,
filed alone or with 485, must be filed to USCIS DALLAS LOCKBOX.
是说现在除了skilled worker, 其余所有人filed to DALLAS TEXAS? including all
the petition letters, recommendation letters?
then NIW does not go to Nebraska Service Center anymore, based on the
applicant's location?
