，也适用于修车等大大小小事情。
除非有人举证现在的FFL制度是直接导致Sandy Hook，或者是科州电影院的是由于FFL疏
忽引起的，那么才应该修复FFL（也就是更加严格），不然的话推行什么UBC都没用。
现在唯一的漏洞就是虽然Form 4473上有精神病这一栏，但是NICS里并没有精神病这个
数据，由于健康保险，医疗制度等种种原因，我同意应该加强这方面的管理，除此之外
