Thank you for contacting me to share your support for Second Amendment
rights. I have heard from many Rhode Islanders in the wake of the tragic
mass shooting in Connecticut, and I appreciate having the benefit of your
views on this issue.
The Constitution assures Americans the right to bear arms, and I certainly
do not oppose private ownership of firearms for lawful purposes. I am
convinced, however, that the government's legitimate interest in protecting
our citizens empowers us to take strong, decisive action to stop gun-related
crime without infringing on the rights of those who follow the law.
As a U.S. Attorney and Attorney General for the state, I prosecuted members
of Latin Kings gang and successfully fought for tough legislation that
strengthened penalties for armed criminals. I've seen first-hand the
difference added resources and increased cooperation can make in the fight
to get illegal guns off our streets. I support common-sense measures to
give local law enforcement officers the tools they need to keep guns out of
criminals' hands and keep our neighborhoods safe.
You may be familiar with the United States Supreme Court's 2008 decision in
the District of Columbia v. Heller, which found that the District of
Columbia must permit residents to register handguns and to obtain licenses
for the possession of handguns in their homes. The Court’s decision
suggested that certain regulations on the possession and purchase of guns
are indeed appropriate. And of course those children in Newtown had a right
to life, as well as Second Amendment rights.
Moving forward it is important that our country continues to safeguard
constitutional rights while also furthering our common interest in
preserving public safety. Gun violence prevention, along with improving our
mental health system and strengthening our law enforcement tools are issues
that are sure to be debated in the coming months, and I can assure you that
I will keep your views in mind during that debate.
