never have any academic research experience, BS of CS from non-brand name
university in CN more than 10 years ago
GPA for master is about 3.98
I do not think I will have reference letter from big name either
which category of universities should I apply?

How to make your application package impressive. This is a hard problem and
becomes harder and harder. Standard test scores (such as GRE and TOEFL) used
to a very good indicator, but not any longer. (Undergraduate) school ranking
and GPA are important, but are not everything. Good and unique
recommendation letters help, but almost everyone gets good letters.
Now there are even templates for personal statements, which by the way should
not be more than 2 pa

experience. If they have enough, probably they are working on PhD already.
