前一阵我也在这问过反签的问题， 后来我在上海领馆website找
到了答案。 有这样一段话， 我的理解是不管转学与否都属于
interview waiver 的 POLICY。
Prior travel "Drop Box" interview waiver policy:
Applicants who meet ALL of the following requirements are
eligible to
submit their applications via the Consulate's "Drop Box" in
lieu of a
visa interview,Monday through Thursday, 1:30 to 2:30 p.m.
(GMT +8:00):
Hold a previous U.S. visa in their private passport
Are applying for the same class of U.S. visa
