The DOE ARM program is going to spend 60M stimulus money for new instruments
by this fiscal year. By the way the annual budget of ARM is 40M. In the
past 4 years, we have been struggling to get enough money to keep the
existing instruments running. It is a challenge to make the best use of this
money in such a short time. Isn't it ridiculous?
