LOS.
One does not need to be in the tackle box to be considered in the back field.

Yes. He still needs to be completely set prior to snap (IF he's not the one
and only designated to be in motion).

全队11人 -- the 7 on LOS, and the 4 behind it -- 必须先集体静止不动一秒种
然后 直至开球前
最多可有一个不在LOS上的合法接球人和LOS平行移动 或向后移动
That's all there is to it.

illegal motion是指在发球的同时，不能有一个以上的人在动，而且任何人不能向前动
。主要是指发球的这个时间点。
PH这个false start是指在发球之前，他向前移动了（这是允许的），但是他没有保持
姿势１秒钟。主要是指发球之前这段时间。
宗上，这个球吹false start说明裁判认为他是在发球前向前移动了，但没停１秒。如
果吹illegal motion，就是说他在发球同时在向前移动（或者他不是唯一一个动的队员
）。侧重点不一样。我觉得如果一定要吹的话，吹false start比较合理，他很明显没
有停下１秒。

seen any false start penalty not to blow the whistle and the play dead
immediately, rather to wait and see what happens next to determine whether
it is a false start or not.
And the questionable "forward movement", I couldn't see it. We can clearly
see from the post snap actions, the play never designed to have PH move
forward until he catches the ball so he had no reason to move forward pre-
snap to false start in order to gain any advantage. The ref took a rare
couple seconds to throw the flag and you would imagine he will have time to
settle any doubt of the pre-snap motion being forward movement, if he had
any. Instead, he probably took the time to recall his fantacy scoring and
find any possible miscue and logics to make up. But even that, he screwed it.
He should be happy that the Seahawks won it at the end so he is not under
scrutiny.

我只是在讨论如果扔了，要如何解释。这个GIF确实也看不清到底发生了什么。
不过说到底，比赛赢了就是赢了，就算有几个误判也就这样了。赢24分和赢10分没啥区
