It's a free kick -- the team can choose either a punt, or a place-kick but
withOUT the 1-inch tee like in a standard kickoff.
Once the kick goes beyond the LOS, then the "kick" action is completed, and
the kicking team has given up possession EVEN IF they recover it down the field.
The other team starts from the dead-ball spot.
If the kick is blocked, say, before the LOS, then the kicking team can pick
it up and run for a first down.
Come on, on average a QB has but 3 seconds to get rid of the ball before
someone breaks his neck.
He has neither the time nor the space to pull this stunt.

not looking to pass first, and then resorting to a kick, like the OP asked.
