是pending, 估计也是当分母的命了。

发帖数: 1280 | 8 是，去年2013那是我第一次写NSF. 一共写了两个，都是CBET, 两个都是"recommended
if funds are available", 结果一个给了，一个没给。今年2014把那个没给的改了改
再投去，结果升级到“recommended" 但还是没给。估计这个项目NSF 是没可能了。

feel it is possible they will fund a 4-month phase-1 (not much money) to see
if we are capable of doing something they want to see.
