mmediate action requested: Institutions are urged to use the current
congressional recess to express concern with the House Appropriations
Committee decision to cut funding for the Labor-HHS-Education subcommittee,
which includes NIH, by nearly 20 percent in FY 2014.
The House of Representatives Appropriations Committee May 21 formally
approved its subcommittee or 302(b) allocations for the individual FY 2014
spending bills. As expected, the committee's allocations adhere to an
overall spending cap of $967 billion as mandated under sequestration. But
the committee increased the spending cap for defense by proposing reduced
funding for domestic programs.
Particularly hard hit is the Labor-HHS-Education subcommittee, which funds
the National Institutes of Health (NIH). The Labor-HHS allocation is 18.6
percent below the current year's level, after sequestration. Exact funding
levels for individual programs will not be determined until the Labor-HHS
Subcommittee and then the full Appropriations Committee mark up the FY 2014
bill. However, if all programs in the bill are reduced by 18.6 percent, this
would mean a cut of nearly $5.4 billion for NIH in FY 2014. This is on top
of the $1.7 billion cut in the current year.
Increasing defense spending at expense of domestic programs seems just a
political statement by GOP, which will not fly. However, it's worth noting
that they "adhere to an overall spending cap of $967 billion as mandated
under sequestration." If the sequestration stays in place, which is likely
given the political deadlock, the domestic spending will be further reduced
by 1.6% from the 2013 level.
