I submitted two proposals to one (the same) NSF program (due in the early
August in 2010). One was rated "low competitive" and declined in 2010 Dec,
the other one in the same NSF solicitation is still "pending" although its
status date has been kept changing, >=3 times after the Panel meeting date..
I don't know what it means, probably it at least means given the NSF FY2011
budge is uncertain, POs' decision-making process is not easy now.
I am just quietly waiting.
