such as math/physics/geology etc are very nice and they often give "
excellent" rating, if they give "very good", it means "not so good". However

), it means it is a truly "outstanding" proposal. Let me say this, if a

other words, what kind of proposals are counted? I assume they include
those proposals that request conference support money, REU supplemental
money, SGER grant proposals, etc. (those

抢饭吃。另外还有Fellowship也包括了。NSF在Education方面的钱大概占1/3。
相对来说，IIS有一个Excellent就很好了，而且review都比较让人生气。Biology的
reviewer至少语气客气的多。

和英文水平太差，所以碰见的情况估计都比较极端。最惨的是reviewer把俺整个
proposal的第一句话拿出来骂了一整段。感觉俺写的东西是实在不可忍受的样子。。。
害得俺现在写啥都回想起reviewer对俺的厌恶。俺一辈子认认真真做人，你说，至于被
人厌恶到这种程度么。。。

出来骂了七页纸。这就是媳妇和婆婆的转换关系啊。
俺以前还碰到过让我重新考虑职业的comment呢(当然不是NSF，而是一个会议)，当时的
确很想去当开倒渣渣的车子的职业，后来想倒渣渣一样也被人骂的。

comments such as criticizing not citing an undisclosed patent (you can guess
who might be the patent authors).. He forwarded this comment to the program
director, guess what.....the program director decided to give a small SGER
grant to compensate for this...:)

reviewer大有人在，可是人家也不傻，一般不会这么轻易暴露自己的身份。反正PI都不
能appeal，怎么拒还不是拒。另外敢于向program manager抗议的都是泰山北斗级别的
人物，所以能拿到SGER也肯定和他的名气有关。

准）。问题是很多时候不同的programs是在一个pool里面争钱的分配。比如说吧，
CCF和IIS可能在争取一些CISE内的动态可调配资金来fund一些自己program的good
proposals (such as "recommended" but not "highly recommended")。。但是如果
IIS的那些proposals平均分数不如CCF的高的话，IIS program directors will be
difficult to make strong cases for competing funds for those IIS proposals.

not an excellent one, a reviewer should just point out the weaknesses in a
professional way.

曾经我submit一篇paper，在某个problem formulation下找到了一个low complexity
optimal algorithm。结果有个老头审稿，说你的formulation只是我的formulation的
特例，你必须按照我的方法给出最general的formulation。在那种formulation下，你
的algorithm就不一定work。所以paper应该被拒掉。我抗议说为什么我不能解一个
problem subset，非要把problem generalize到无法解的程度。结果老头大怒，Editor
也坚决说文章要拒掉。
后来类似的文章投会议，又落到了该老头手中。老头说：听我良言相劝，不按照我的方
法formulate问题，这辈子在这方面就别出来丢人现眼了。。。

没写过正式的proposal，也不用担心钱的问题。
