'down' in down the U.N. agenda is preposition, not adverb.
I think 'down the u.n. agenda' is object complement.

In the sentence: "A pushed B down the stairs."
"down" is a preposition. However, the prepositional phrase
describes the direction of the action, not B, so it is still not an
object complement.
In the sentence:
"The Myanmar crisis pushed the Iran debate off the U.N. agenda."
"off" is a preposition, and "off the agenda" is an object complement
modifying "the Iran debate".

If you agree that 'off the u.n. agenda' of 'push iran debate off the u.n.
agenda' acts as object complement, you should agree that 'down the u.n.
agenda' has
the same function too.
