there is no such a phrase as "on something able to", so #1 is not correct.
The difference between the two sentences is the word "on" and "for".

O******e 发帖数: 734 | 5 NASA didn't spend millions to develop the pen, and the Soviets didn't
use pencil. Graphite particles and dust from pencils flying loose in the
cabin is an electrical hazard. NASA at first used grease pencils, but
later used the pressurized Fisher pens, if I remember correctly.
