I am just writing the answer. And I am going to explain this case in term of
"benefits; direct costs; opportunity cost" . Your idea of number of
publications amd conference presentations are good points for me.

there is also another angle: sometimes a less capable candidate may be
elected a leader as a compromise among various parties. had they elected a
dominant and capable leader, it would not be as easy to pass the own agendas
of the various conflicting parties.
as a result, electing a less capable leader maximizes the support of all the
stakeholders. |
