those switching model power supplies are all regulators in the sense that
they have a feedback loop to maintain the (relatively) constant output
voltage.
a linear regulator would not have worked for this wide of an input voltage
range due to excessive power dissipation.
and the use of a (mains) transformer would be too bulky / heavy.
