First, if the introduction is not clear, or not good, you need to figure out
why you have that feeling. If the introduction does not have enough
references, it usually means the authors do not do their homework.
It should be the authors job to figure out the contribution and advantages of
their work, not yours. If the introduction/conclusion does not have good
comparison or does not have clear idea about their contribution/differences,
