1. Master和PHD的加分仅限STEM专业，非STEM专业不知道怎么算分
2. MBA/JD/MD算做"professional degree"，和STEM PHD一样算分（外国10，美国13）

不知道托福还是不是120分网考，是的话基本上来上学的都能拿个6分...吧，上几年班

然后每6个月从pool里拿出当年配额的50%交移民申请（类似485？），我是没看出来细
节：能在pool里呆多久（maybe 1年？因为要看年龄），怎么从pool里选人（高分永远
优先？考虑不考虑叫分数表的先后？）
感觉这个system的执行细则得问DHS/USCIS了

很多人反对的理由是因为印度人不仅工资高而且英语比我们好的多。
