practical training program要重新审查有没有造成美国学生占劣势，重点审查是否符
合移民法的精神
另一方面，也说了
要审查所有突破国会移民限额的规章制度，基本冲着H4EAD来的。这对老中是总体利好
要审查现在决定“visa immediately available”的标准，让绿卡发放更高效
要鼓励企业申请everify。
全文一直在说要保护美国和美国人的利益，什么利益：
1.不能有不正当竞争
2.吸引来的是最优质的人才
以后H1B可能优先发给由美国学位的人

觉得可能不是h－1b先发美国学位。因为这么做和保护美国人利益没啥关系。 会不会取
消或是限制原来不受名额限制的h－1b的部分（大学等等）。
