原文：
While it is correct that EB-3 China has been ahead of EB-2 China for the
last six months, there is no way to know if this will continue to be the
case next month. Further, I strongly advise against downgrading to an EB-3
case unless and until your EB-2 priority date is current under EB-3. Your EB
-2 priority date is 11/8/2013. The cut off date for EB-3/China is currently
8/15/2013. As such, your priority date is not yet current under EB-3. The
cut off date must advance to at least 11/9/2013 before you will be current.
We can monitor this monthly and once your priority date shows as current for
the upcoming month, we can submit a request to convert your case to EB-3.
The visa bulletin is issued on about the 12th of each month, for the
upcoming month. Note, a new I-140 is not required and we can make the
request in writing.
