has been consolidated with your pending Form I-485，以为transfer已经被
approve了；最近找议员催绿，议员说：
To clarify, when the USCIS receives transfer requests,
they consolidate all the applications to the A-file and
place it in a queue for an officer to review. Once an
officer reviews the file, he or she determines the eligibility
and then the application gets adjudicated. While your
file has been referred for an officer to review, we are
unable to determine the date of adjudication.
In short, consolidation does not equal approval.
所以看起来Consolidate之后还有Adjudication才算EB2-3 Transfer成功。有人清楚这
个Adjudication和通常的I485 Adjudication是一件事吗？
USCIS回信:
We have asked the aforementioned NSC unit to review
the EB-2 to EB-3 transfer request in XX’s case and to
confirm the appropriate placement of your constituents’
cases in the processing queue from which they may
be returned to an adjudicating officer.
While we are unable to determine the date on which
your constituents’ permanent residency cases will be
returned to an officer for further examination in the
adjudication process, you may submit a follow-up
inquiry to the NSC Congressional Unit after approximately
30 days from the date of this email message.
We would be pleased to provide an additional case
status update based on a future inquiry from your
office and available information.
