Budget Reconciliation Bill
21 Dec 2005
On December 19, the House of Representatives approved a conference report
in
relation to Senate Bill 1932 that would get rid of pro-immigration
provisions that were part of the original Senate version of the Bill. While
the report has not yet been provided to the public, it is understood that
key provisions related to immigration were eliminated from the Bill,
including an original House proposal to introduce an $1,500 fee increase on
L visas. In addition, provisions to recapture 30,000 H-1B visas, along with
the recapturing of certain unused Employment-Based immigrant visas, were
eliminated from the bill.
This conference report was then approved on December 20 by the Senate by a
vote of 51-50, with Vice President Cheney casting the tie-breaking vote.
The
Bill will now be returned to the House for a final vote; it is expected
that the House will approve the Bill with these provisions eliminated.
This is bad news for the many individuals and businesses that were
depending on additional H-1B and EB visas in the coming months, and may be
quite harmful to various segments of the U.S. business population. However,
the fight to recapture these visa numbers is not over, and our firm, along
with immigration support groups such as the American Immigration Lawyers
Association and numerous businesses, will be working hard to affect
legislation in the coming months.

Congress can overturn an executive order. It can overturn parts of an
executive order. If the executive order is based on a statute, Congress can
change the statute, thereby nullifying the order. Congress can also refuse
to fund activities stemming from all or part of the executive order.
The only instance in which the above does not apply is if the president is
acting pursuant to an exclusive power granted to him by the Constitution.
Obama's immigration order would not be such a case. "As long as it is not
constitutionally based, Congress may repeal a presidential order, or
terminate the underlying authority upon which the action is predicated," the
Congressional Research Service noted in a December 2011 report.
It's not very complicated. The CRS report mentioned Congress' revocation of
an executive order by President George H.W. Bush concerning fetal tissue
research. "Congress simply directed that the 'the provisions of Executive
Order 12806 shall not have any legal effect,'" the report says. It was as
simple as that.
If Obama chooses not to act by executive order, but instead issues some sort
of "policy directive" -- the way he implemented the Deferred Action for
Childhood Arrivals initiative that stopped the deportations of thousands of
illegal immigrants -- then Congress would have the same authority to get rid
of all or part of the president's directive.

你怎么知道别人没有在推进排期方面努力？EB2俱乐部的人一直在写信、打电话，没有
说出来，只不过是因为有你和你主子fuwu这种阴险、扭曲的人会出来使坏！
请问你除了要联系烙印举报EB2降级，还为推进排期做了什么？！

本来eb3可以吃到200 SO，现在EBC短缺了至少2-300名额，就是因为fuwu这个人渣折
腾的结果。

记得有人说，就算自己绿卡晚拿几年，也不要非法移民过，结果今天怎么样，整整一天
以为没有合法AOS喝汤，版里骂的不像样，我倒要看看有没有不交485的，当时那些不屑
非法移民的，现在不都屁颠屁颠要汤喝。

比他等得久
eb3常年升级抢占eb2的名额，丫的不觉得不公平，eb2偶尔一次降级，丫的就跳出来
折腾的鸡飞狗跳。这下好了，eb3c不仅丢掉了200 SO, 还被奥本额外克扣了数量不
明的名额
google的同胞们，清华的校友们，你们看到fuwu这种人渣的所作所为，难道不因为他
而羞愧么？

，我以前转过来的，我们只能跟着他们了，你能说什么呢？
告奥本，EB2降级打EB3，请愿阻止老印，这些哪一个对我们拿绿卡有帮助了？这就是一
群受高等教育的人干的事情？你就不要再说O8了，没有非法移民和老印，我们就得再排
5年，中间还有人出来捣蛋，你能说什么呢？
