If a person's EB3 priority date is 01/2010 and he filed I-485 on Sep and
received by USCIS on 09/2013.
Another person's EB3 priority date is 05/2009 and he filed I-485 on Oct and
received by USCIS on 10/2013.
In this case, will the first person get his card before the second one? Does
it depend on the RD of USCIS or the PD of the I140?

10那位很清白，那就有可能10的先拿卡。

量。

性，个案复杂程度和某些随机因素。处理完成时还要再检查是否current才能批准。
