过HOUSE版的比SENATER版的跟好。
现在感觉HOUSE版的能过HOUSE,SENATER版的能够SENATER，关键是看两个版本有多大差
距，如果太大，CIR就悬了。从已经透入的消息来看，我觉的HOUSE版的更合理。

house起草这个法案的人随便扫了一眼，有一半都和西裔有关系，指望他们拿出一个对
非法移民更严厉的法案我看很难

Under the shadow of the visible Senate CIR 'Gang of 8,' reportedly the House
CIR group of 8 has developed a very interesting proposal for the CIR
component of "legalization of undocumented immigrants." Reportedly, the
proposal lays out three different groups with different legalization relief:
Group I: DREAMers & Low-Skilled Farm Workers: Expedited road to legal status
in order not to punish those who were brought illegally to the country by
their parents, and agricultural workers who are desperately needed in the
American farm industry to put the meals on your dining tables, which has
been strongly backed by the labor union community.
Group II: Undocumented immigrants with a family or an employment
relationship that would allow them to apply for legal status but for their
EWI (Entry Without Inspection) by crossing the borders and subject to 3-year
bar or 10-year bar. Reportedly, this group may receive the relief of waiver
of unlawful presence which is more or less similar to the current
provisional waiver of unlawful presence, I-601K relief. This relief will
require them to apply for either family-based or employment-based immigrant
visa at the American consulate in their home countries with the relief of
waiver of 3-year or 10-year bar from unlawful presence in the United States.
There appears to be one string attached to this relief, to wit, that they
should complete a series of hurdles including paying fines and back taxes
and learning English,
Group III: The rest of other undocumented immigrants: They will be given a
“provisional legal status” if they come out of the closet, pay fines and
back taxes, and learned English.. The provisional legal status would allow
them to live, work and travel in the country legally, but they will have to
apply for permanent resident status through regular immigration process
after 10 years and apply for naturalization in 5 years after they obtain the
permanent resident status, just like any other legal immigrants. Obviously,
this proposal requires them to stay in the long line of regular legal
immigration seekers on first come and first out basis.
This proposal appears to be a workable compromise between the Republican
party and the Democratic party from the perspectives of this reporter's
earlier proposal to reach a compromise to share power in a balanced way by
way of Republicans being assured of the Group III's being unable to attain
citizenship with voting power for the next 15 years or longer and at the
same time, Democrats being given an opportunity to expand their constituency
base from the legalized undocumented immigrants through naturalization,
albeit longer than 15 years in the future. Because of the existing backlogs
in the immigrant visa numbers, it may take not just for 15 years but many
and many years. You guessed it! Very interesting! We support the House
version of legalization relief for the CIR in that it is a "realistic"
political compromise with achievement of balance of powers between the two
parties, at least for more than two decades.

的谈判和协议。塞了自己的私货。有他在，爆炸案的听证搞不出什么影响CIR的东西。
等到了众院，黄花菜都凉了。
这次和911不同。911沉重打击美国经济。把美国拖进战争状态。美国股市大跌。这一次
美元在走强，股市历史高点。完全不可比。而且死亡人数很少，连枪击案的零头都不如
。拿刀劈都能死更多的人。

移民改革法案怎么说也是万人关注的大案，如果用一个偶发事件来否定，就会显得他在
这个问题上欠缺一贯的观点，会让人觉得是故意阻挠。聪明的政治家会找一个比较经得
起时间检验的接口，比如边境安全，美国人就业受到威胁什么的。
这次跟3012的最大不同是，这次有强势的政客支持，而3012没有。当时没人愿意为了几
万老印/中得罪老格。现在不一样了，老格还没正经出招呢，就被骂个狗血淋头。
现在的形式是，民主党参议员和众议员基本没有问题，就算是个别有意见，也会在大是
大非上服从党的领导；共和党铁杆保守派拼命阻挠，温和派在能抢到功劳的前提下支持
。总的来说，支持派的政治势力更加强大。 |

。所以言外之意，爆炸案反而应该推动移民改革。
现在看来这货就是个墙头草，现在含糊其辞就是观望参议院的动作，看看是战是降。要
是参议院高票通过，意味着参议院共和党投降了，那这个墙头草马上也会投降，他才不
会自己把所有的骂名都揽过来，犯不着。

发帖数: 216 | 17 稍微有点脑子的都知道拿爆炸案做借口根本禁不住推敲。还不如早点撇清这种脑残的逻
辑。
如果真要把爆炸案和CIR扯上，最多说明status quo实在不行。明摆着的，恐怖分子是
在过去的，现有的，未经改革的移民制度下进来，存活的。那么只能说明这个制度是有
严重缺陷的。所以必须改革现有的制度。至于改成什么样，是另外一回事，不能作为不
改的证据。
要讨论，无非讨论如何改革。
所谓请君入瓮也！诸神都来amend吧！
