就故作大方的放行，一堆人居然欢呼不已，全然忘了正是GRASSLEY的拖延导致3012在这

众院通过的版本居然在参院连一次表决都没有，完全给一个少数派的参议员给hold住了
。真正的理由只有一个，那就是两党都不想通过这个法案。
