The title of form 140 is "Immigration Petition for Alien Worker", part 3 is
"Information About the Person for Whom You are Filling", so very apparently
form 140 (or 130 or anything similiar) is "someone filed an immigration on
your behalf". 140 is company's immigration petition for one specific worker,
not just any worker.
The application for permanent residence is actually 485, you can apply for
permanent residence when you have an approved immigration petition.

actually it definitely would. If you applied for h1 to enter US (with this
false answer),then adjusted to PR through 485, it can be considered that you
provided false information to enter US, and since entering US is the basis
for obtaining 485, it can be inferred that you provided false information to
obtain 485/green card, thus 485 can be revoked, anytime uscis found out
about it. For this reason I say it is a totally unnecessary risk.
