certificate issued by public notary is only secondly evidence, based on
claims by the applicant.
A certificate issued by public notary is not really a birth certificate.
It is accepted because China did not issue birth certificate back in 70s and
80s.
Your baby's birth certificate issued by hospital is much more reliable since
it is primary evidence.

Yes, you need find a friend to translate it, but normally just translate by
yourself and sign by the friend. And including one sentence "I, -----, am
influent in both English and Chinese , and certify that the content is
correct, etc...."
Then let the CVS guys notarize it.
Most 485 cases about marriage certificate are done by this way.
And a few people have done this way about their birth certificates.
